Pickens Plan. Genuine compassion or well guised marketing?

 
What’s T. Boone’s angle with the ‘Pickens Plan‘?  Is this genuine concern or are there ulterior motives?  He’s a “swift-boater”, contributing $2,000,000 to the cause in the 2004 election.  So, he knows the value of an effective marketing scheme.
